Deck Strategy
Phoenix deck built to test Kiku Matsuri and the viability of the high glory characters. The main strategy is to leverage that high glory and to waste your opponent's fate.

The deck has two parts to it. On one side, you have characters that have an incredible amount of glory and start with a decent amount of military, like Serene Warrior and Tsukune. These character's main task is to win conflicts for you, in particular on defense as a good Shiba would.

The other part is the package of Meditation on the Tao, Ujina, Fearsome Mystic, Vassal Fields and Goblin Sneak. These are all focused on depleting fate on the opponent's side of the board.

I chose Lion as the splash because a legion of one supports both themes very, very well. It is a combo with Goblin Sneak, and with this you can go over the top with your military conflicts. Lion also has excellent support cards in hand to hand and ready for battle. Finally, Lion's Guard Duty is situational, but it can really win games.

Bidding-wise, I am starting out somewhere in the middle with this deck. At time of writing, there are nasty dueling decks out there that aim to deplete honor. There are also decks like the classic Crab with Watch Commander that have the same game plan. Against those opponents, it is often wise to start at a slightly lower bid. Dueling decks need cards to pull off their win, so you drop your bid in order to preserve honor and deny them a couple of cards in later turns. Note that while you may lose a province or two on the short term, the long game favors Phoenix mainly because you'll be able to utilize the dynasty draw more than your opponent as they'll have to deal with a fate shortfall due to the second plan in this list.

Against other decks like opposing Phoenix, Unicorn or Scorpion, it's often very reasonable to just start out with bidding 5.

A bit of an unusual inclusion are the Secluded Shrines and the Henshin Disciples. Henshin Disciple provides a lot of stats at the lowest 'safe' cost, and are excellent if you get to honor them. Secluded shrine helps out in this regard, and also has some fringe application against Tadaka.

Why Policy Debate you ask? When you don't bid for many cards and get to make a silly large defender, Policy Debate and Tsukune will outperform Tadaka. You just take away the options they have from their reduced hand. It ties into the plan to leverage your dynasty draw.

Province-wise, Midnight Revels goes on the stronghold pretty much always. It isn't good against Lion and Unicorn, but I was more worried about Dragon and Crane 5 costers when I included this.

I have played this list a handful of times by now, so it is far from final. I do recommend giving it a try because it is fun to play with these uncommon inclusions. Any suggestions are welcome, as there's still a lot to tune for this deck.

Loving the idea behind this and am going to use it as the inspiration for a similar deck of my own.

Suggestions wise, how about removing the Ningyos completely? I have done so with one of my other Phoenix decks and have not missed them at all. Legion of One provides mil pump, and if you really needed it you could add 3 x Banzai for a greater mil boost that is not restricted to just one conflict type.

I'm also going to add the Asako Diplomat to my deck for another way to honour our characters.

I had been thinking about the ningyos and had removed them at some point. The thing is that I am doing a lot that involves the water ring with Tsuki and Prodigy of the waves, and it's nice to have free defenders in case my opponent wants to nab the fate on the water ring. I am also a little worried that I could get a bad flip with nothing to play, and playing a Ningyo might not be ideal, but it is good to have the option. I am always trying to get Ikoma Reservist in the deck, but if I'd do that, I would be leaning on the water ring even harder.

I do like the suggestion of Asako Diplomat, and have considered running that instead of the Asako Tsuki. My belief is that Tsuki is still better, especially with the Henshin Disciples in here. I don't particularly want to run more 2 drops however. Because of how risky they are against assassinate, I try to limit the number of 2 drops in here, especially as alternatives at 1 or 3 fate are available.

Clarity of Purpose is a good card, and I want to fit one in somewhere. That said, I don't really like this on my bushi. Being unable to bow means that For Shame will dishonor me. I do think they can have a space, but I'd start cutting some of those ready for battles for other ways to keep my bushi honored. As it stands I like playing Clarity of Purpose on Fearsome mystic or Ujina when they are on the offensive, but if I'd use it on those, I think against the waves is enough support.

Now, if I were to remove the ningyo and find room for Clarity of purpose and Asako Diplomat, I believe that would be an excellent deck. I would however then pivot the focus of this deck away from the characters that need claimed rings, and replace those with courtiers. Radiant Orator, Maezawa and even the sage of gisei toshi would be excellent candidates for that list. I would start playing Chikai Order Protector as well instead of the prodigy of the waves. It'd be an interesting idea, but at that point I am changing so much that it will play in quite a different way.
Just one more suggestion, how about fitting in a single copy of Subdue the Spirits? Your conflict deck is really cheap and although the dynasty deck is more on the expensive side, i think a 1 of StS would be a nice touch. It could be so destructive in this kind of high glory deck.
I believe you are right about that. I'll look into playing one. Subdue the spirits sounds great in this deck. I could very well play that over the second Benten's Touch.
