Deck Strategy
This is the deck I took to a recent tournament, and also the final splash I had to make to have played a tournament with Isawa Mori Seido with each splash. The idea is fairly simple: Phoenix has a lot of characters that require participation to do something powerful. Take Fearsome mystic. You rarely see people defend against her if they are fated because her ability is very powerful. When you then add a favored mount, she has the flexibility to come in at your convenience.

I made this earlier with spyglass, but ended up missing embrace the void just a little bit too much. Phoenix already has good draw with forgotten libraries. It's just better to have good fate economy on top of that.

A new feature to the deck was the inclusion of 9 bushi and 2 purity of spirit. The bushi bring stats to the table, and shiba yojimbo also brings a protective bubble for my big shugenja. I was expecting a lot of adorned barchas, A fate worse than death and noble sacrifices. This ended up being accurate, and both Shiba Yojimbo and Finger of Jade performed really well at the tournament. The bushi also gave me a use case for Gajin Customs. Being able to swing with Tsukune in multiple conflict is pretty powerful. It also helped against the earth becomes sky cards floating around.

I ended up going 3-1 and getting third place, sadly never playing against the others rounding out the top 3. I really liked this list, and would like to play it more even.

Going over the games:
Game 1 vs Faber (Dragon) - Loss: Faber brought a very original dragon list with support of the scorpion for forged edict alongside maze of illusion. This whole package would enable his Karmic Balance. In our game, I got ahead on board at the cost of a couple of provinces and got to that stage where my opponent had to break the stronghold. My two defenders both got bowed by maze of illusion, which was just enough to win it. I think I could have played this game better, as I overfated a Tsukune in the late game.

Game 2 vs Wouter (Scorpion) - Win: Wouter had a dishonor list splashing Crane. I flipped ancestral shrine early on and he didn't attempt to contest it. Not a terrible choice considering this landed on a shameful display. He immediately switched to breaking provinces instead. This ended up not working out for him as my deck is better at that game than his list was. The first buy I did was Isawa Tadaka which started ripping up Wouter's hand. Backed by censures and magnificent kimono, this pressure was too much and I broke his stronghold after fighting through Shoju and Kachiko.

Game 3 vs Joris (Unicorn) - Win: Joris brought Shiro Shinjo with Crab splash, intent on building a tower and keeping it around forever. I built a Tsukune relatively quickly and got her and shiba yojimbo honored and with a finger of jade. I ended up getting another big honored character and these combined made it very difficult for him to overpower me with adorned barcha. Unfortunately for him, this was one of those games where playing shugenja against phoenix is a raw deal. My board was going to stick around longer thanks for Ujina and the stronghold break was imminent and thus ended the game.

Game 4 vs Tim (Lion) - Win: Tim was playing his lion HMT list with earth becomes sky and some displays of power. He was blitzing me fairly hard and even got through the entrenched position in the row. He was able to cancel all of my unbow cards for what looked like the final conflict on my stronghold which was Kuroi Mori, but ended up one political short to break it. From there, he had Ujiaki which got a cloud the mind and had to assault my fourth row province (conveniently carrying Kanjo District) just to get rid of the cloud the mind. He was starved on fate and ended up losing as he would never get another military conflict. Then, he flipped two characters with a dash in political on our final round. Having a better board, I ended up breaking his stronghold shortly afterwards. Another thing I observed is that Upholding authority just is not good in any earth role. Had I broken that, I would have lost 3 copies of a card that would ready my characters.

Update: Added Ofushikai in, with Ornate Fan leaving the deck based on NikolaP's suggestion. The more expensive and more powerful option works well in here. There is so much the Opponent wants to let go already, and in low draw situations the chunkier cards help out a lot. I also had the fate economy to do this when it looked optimal.

I really like this deck, and have started tinkering with my own version. Wondering if you think Stride the Waves is worth an inclusion (and being its another Water card; If Isawa Heiko might be worth a slot).
I think Stride the Waves will be fairly redundant with the five movement cards already in the conflict deck, but overall I do think there is merit in the card. It hurts that Stride the waves needs the water ring in your claimed pool (and it costs a fair bit of fate, too). I would be interested in playing it if I had the same movement pay-offs, wasn't playing with unicorn cards and had Secluded Shrine or another way to fix rings in my deck.

I definitely like having options for movement in my deck. I will eventually test Stride the waves to find out just how usable it is when I try a different splash. If I am playing with Heiko, I would absolutely think of playing her out of Kyuden Isawa for supernatural storms at that juncture.

I always try to look for a spot to play Ofushikai. Usually you will want a second champion and tools to make the champion Phoenix. In here, it would frequently be a generic +2/+3 bonus, which is not nothing, but it sure is pricy.
So in short: It is a cool card to play in here given the density of uniques. The question is more on what to take out. I feel it is very greedy to play this over the singleton Ornate Fan, but that is the first card I would look at.
Perhaps you can take one Kimono out... What about Tadaka, you play him regularly, not using disguised? Are two worth it? Not trying to talk you out of playing him, just curious, somehow I never get to jump him in, he keeps sitting in my hand...
I think Magnificent Kimono is pretty important for this deck. It is often a card that breaks open the match-up against Crane and Scorpion because it is a non-event that can honor my characters and does so multiple times per round. Crane especially doesn't like it because this is the card that can turn off their cancellation from when they have the voice of honor shields up. I would not like to dismiss the second copy and believe it is more important than the singleton ornate fan is.

As for Tadaka, I think he is brings a lot to certain matchups, like the matchup versus scorpion, unicorn and Crab. In each of those matchups you are sniping cards that are essential to their gameplan. I run two copies to increase the odds of drawing him early enough in those matchups. I play him for full retail the majority of the time. Often, all it takes is just passing my dynasty phase to buy him with 3 fate later. I did this in the game against Wouter described above. My flip versus his flip made it clear I would be better off banking fate to buy him. Wouter wasn't going to break any province, I only cared about the imperial favor and defending Shameful Display. I decided Tadaka is the better buy because I can play him after Wouter's options to mess with him are over and just grab the favor. If he went for shameful display I could honor Tadaka there.

I definitely think Tadaka in this style of deck is an important card. Disrupting hands is important, and on the other hand, I often can just break a province by dropping him late in the turn, attacking versus no defenders, attach a kimono and end up with an honored Tadaka for next round.
As for disguise: You are only occasionally doing this from a Fearsome Mystic. I think these two play well together. Fearsome mystic is usually also not something people defend against, so she often carries the magnificent kimono on her way in. Then, after I won the conflict, I disguise over her and have a 7/5 (or 9/7) ready monster at the ready.

Simply put, I go out of my way to play him when I think I need his effect or uniqueness. Other than that I just save up enough to buy him.
@NikolaP, I have now been playing a couple of games with Ofushikai in there instead of the last ornate fan, and I have liked it quite a bit. It is expensive, but I felt it was worth it every time. You do not get the champion ability frequently, but getting the flat +2/+3 bonus with ancestral was actually good enough to break several conflicts my way. Thank you for the suggestion!

How about the magistrate? With IMS he is really strong. Granted, he doesn't work in defense but could be used in both your attacking conflict, using mount.
Haughty Magistrate is an interesting idea. Rather than utilizing movement, he's more a good target for Gajin Customs because I don't have that many characters that have 3 or more base glory.

The reason why he's not in here is because of a couple of factors:
- He is a poor defender.
- The deck has enough ways to win conflicts as the attacker.
- Feral Ningyo and Haughty Magistrate don't get along.

I think you can definitely try this by swapping one Shiba Yojimbo for a haughty magistrate. I think the better statline of Shiba Yojimbo and her protective effect are overall better. This is mainly because Haughty Magistrate is more replaceable with other powerful offensive tools than the Yojimbo's bubble shield.
